You can't delete the IDs. It is an Apple limitation. See the article below.

The maximum number of free accounts have been activated

No Apple device is allowed to create more than 3 free iCloud accounts. That cannot be altered. Anyone with a used device can create an AppleID (How to create a new Apple ID - Apple Support) and can use that AppleID on another Apple device to create a new iCloud account to use on a device where the maximum number of iCloud accounts has already been created.

You must use an Apple device to create an iCloud account. But there is no limit on how many existing iCloud accounts can be used on an Apple device. There is a device lifetime limit of 3 on the number of new iCloud accounts that can be created on an Apple device.

So make an AppleID or use your existing AppleID on another Apple device to make a new iCloud account. Then sign into that iCloud account on your device where the message that the maximum number of free iCloud accounts has already been created.
