Stop folders on home screens!

How do I prevent automatic folder creation when rearranging iphone apps? I know about not hovering over another app or it will create a folder, but it’s so HYPER SENSITIVE, depending on where you’re trying to move the icon too, sometimes it’s IMPOSSIBLE not to quickly go over another icon as you’re moving one. This auto folder generation is SO FRUSTRATING! Apple - we should be given the option to TURN OFF FOLDERS so they don’t auto-create!
