Late 2015 iMac memory issue with Notification Center

I have a late 2015 iMac16,2 with 8GB of memory. I upgraded to Catalina, and recently updated, but I am still having issues with notification center eating on average 1.66g of my memory.

I have tried to completely turn off notification center, restart, force quit from activity monitor, but nothing helps, it consistently wants to eat all my memory, making my computer essentially useless and extremely slow.

I can post more info if needed. This is my work machine and is unbearable without it functioning properly.

Your mac is able to run Catalina. I don't think there would be a big difference between Mojave in Catalina.

In any case, the biggest limiting factor is the hard drive.

If you want to feel your mac like new, I suggest you get an external SSD and install Catalina on it. All recent macOS versions are optimized for SSD and can be darned slow when running off an HD.
