My instagram can't connect to internet, yes just instagram.

Until today it was everything working so nice and good but after a while I couldn't connect to instagram, however I can use properly on my MacBook,

Here is the some solutions I've tried :

I tried with another account on my iPhone its not working.

I tried with my MacBook its working on web and so problem is not about accounts.

I restored my iPhone and downloaded Instagram all over again , it's not working.

I cleaned ram of iPhone , its not working.

I asked my neighbor who is in the same wifi with me she has no any problems.

I asked another people who lives around me , they tried with wifi and cellular and both it's working properly.

Here is a 1 second solution : After I delete app and reinstall I can connect to Instagram for until I close the app or go to another app. After it's broken again.

I've searched and couldn't find any solution and any problem like this. Please help me.
