Hey belliepepper,
We're glad you thought to ask Apple Support Communities about the issue you're having with the organization of the App Library. If you haven't already, restart your iPhone to see if that helps: Restart your iPhone
If the issue continues, offload one of the apps, then reinstall it to see if that places it in the correct folder. Offloading an app will keep your data in place while removing the app only. Tap Settings > General > iPhone Storage, locate the app in the list and tap it once. From here tap "Offload App", and when the option appears, tap "Reinstall App". Did it place it in the correct folder?
If not, let's use a computer to reinstall the software. We'll connect to a computer and choose "Update" when prompted. This will reinstall the software while keeping your data in place. To be safe, we still recommend having a back up in place: How to back up your iPhone, iPad, and iPod touch
When you're ready, follow the steps under "Put your device in recovery mode and set it up again" choosing "Update" when prompted: If you can't update or restore your iPhone, iPad, or iPod touch
If the issue continues after those steps, we recommend reaching out to Apple Support to look into it further. They can be reached here: Get Support
Thanks for using Apple Support Communities.
Take care.

I have the same issue, did all of the above. Still most of the apps are in the "other" category. Most of the native apple apps are in correct categories. This was not happening two days ago.
Woke up this morning and everything was fixed. I don't know what happened.
