Apple Notes not syncing to iPhone

Hello!

I am trying to use Apple Notes for the first time - I was formally an Evernote user. Apple Notes will NOT sync to my iPhone, no matter what I do. It works across my Mac and my MacBook air no problem. It did not work on my iPhone 11, and it does not work on my brand new iPhone 12.

I have signed out of iCloud all over the place across all devices. The notes are definitely in iCloud, I am looking right at them now as I type.

This is a known issue - I see posts about it everywhere. What else can I do? I've signed in and out of iCloud on all my devices that use Notes several times, it does nothing, and this issue seems to only impact my phone.

I'd love to use Apple Notes - but I can't if it won't work on mobile.

Yup, they are in the cloud - I checked on iCloud and they are indeed there in full.

So I did what you suggested, but that didn't work unfortunately. Now it won't sync past a certain point and has just completely stopped syncing all together. I have a 1100 notes confirmed in iCloud, and it is stuck at 1000 or so and won't sync any further. Even the first 1000 was painful - it would stop working and I would have to close out Notes on my iPhone and open it again to get it working again. That's no longer working either. It won't sync past the point it was at when I started this.

Is there a way to force iCloud to sync on the iPhone? I've Googled a bit, and it doesn't look like it.
