If you're using an iOS device, please reach out to Apple Support as all issues dealing with payments and refunds are dealt with directly by them, we have no access to your payment information. You are not contacting Apple. This is a user to user only forum. We have no clue what you purchased. An App? An Accessory? What? And you say you contacted the vendor. Who did you buy whatever it is you bought from?
To be honest it's all in that "here" link in the last sentence of that copied email. Your starting point is the email receipt you would have received for the purchase and then click "Report a Problem".
