I want to download pictures from my iPhone to my PC. Says iPhone storage is full and icloud allowed is getting full. Trying to delete or move some but won't allow. Tried to import from Photos, didn't work.

Your photos are always available on both iPhone and iCloud. You delete it on iPhone it is gone from iCloud and vice-versa. To save space on your iPhone use Optimised iPhone storage. Remember, if you delete in one it is deleted everywhere.
