Local Network permissions on iPhone 12 Pro Max missing

Just bought a new iPhone 12 Pro Max, and migrated most of my stuffs from my iPhone 8 Plus. But when I tried to migrate Signal, I noticed the Local Network permission of Signal isn't appearing on iPhone 12, hence old and new Signal can't see each others to complete the transfer. I noticed many apps that asked for Local Network permission on my iPhone 8 Plus aren't showing on the iPhone 12's Local Network tab. Anyone else have this problem? Both phones are on iOS 14.2.

I was able to get the Signal secure messaging app to transfer all history from my older phone to the new one by over the local network by deleting the Signal app on the new iPhone 12 Pro Max and reinstalling. I believe that the Quick Start method of migrating data to the new phone caused the problem. I also found that BlackBerry Work also needed to be deleted and reinstalled in order to reactivate on the new device. Hopefully, this will help others that run into this.

Simply swap the SIM. Contact your carrier for network issue.

If it is a Network / Carrier / SIM issue --> If you see 'invalid SIM' or 'no SIM' on your iPhone or iPad ...

Learn what to do if you see a SIM not supported alert.

Finding No service? --> If you see No Service or Searching on your iPhone or iPad ...

I had the same problem. The good news is that, there is an easy fix. Simply remove the application from your iPhone 12 and reinstall it.

Once it is reinstalled, open the app and you get a couple of prompts about sending notifications etc, you will then get a prompt to allow you to use Local Network. Accept this notification and follow the normal instructions on how to transfer your data.
