Cannot receive “ permission to buy” requests for family sharing

My daughter has bought two iPads for her children and has set up family sharing using her Apple ID.

But appears to be unable to receive “ permission to buy” requests as her phone is an android phone. Would adding a trusted number of a family member to her is solve this problem. Any suggestions welcome. Thank you
