Bootcamp startup

I'm in a bit of a catch-22 situation.

When I set up System Security so that I can use Apple Pay on my Mac with Big Sur, I can no longer boot from my Windows partition, which was built using Boot Camp Assistant. Conversely, when I downgrade System Security so I can boot into Windows, I can't use Apple Pay (needs Full Security).

The Boot Camp support materials suggest that Windows installs should work using the boot security settings I need, but it doesn't work. Is there a fix I can do to make Boot Camp work under Full Security?

Yes, my problem has nothing to do with that. When I have Startup Security set to "None" (accessed via Command-R at startup), I can boot up, no problem. But when that setting is in force, I can't use Apple Pay on the Mac when I'm logged in there.

Conversely, when I set up Startup Security to "Full" I can no longer boot from my Windows partition. Windows is supposed to be a signed OS that will boot in this condition, but it won't in my case.

You've just saved me some time! I was thinking of removing the existing Windows partition and starting again from scratch via Bootcamp helper but with Full Security set up in advance... but I guess I won't bother.

Possibly relevant datapoint - someone I was communicating with set security below Full to enable an audio extension and reported that Apple Pay still worked on their Mac. It's an M1 Mac, however, so maybe that makes a difference.

I spent some time with Apple Support last night, mainly just confirming setting. I had verified the Boot Security in OSX Recovery before calling but during the call they had me verify it again (the settings were correct) and then mysteriously when I booted back into OSX Apple pay was enabled.

After the call I rebooted into Win10 and back to OSX and Apple Pay continued to work.

My only conclusions that it was either going back into the Boot Security caused the security system to reset and a setting that was missing stuck, or rebooting which causes the drives to be re-verified a number of times was the solution. I wish I had a more solid answer.
