I see that the ability to modify the mail layout have been restored, but I do not see the option to view the preview pane at the bottom (only off to the side). Is this still not an option, or am I missing where to find this setting?

Unfortunately, only "Show side preview" is an option, not bottom preview.
From the "View" menu…
Is "Show Side View" checked? If not, try checking it and see if the label changes to "Show Bottom Preview".
