FaceTime keeps crashing on iPad mini

Any progress on this problem? I get less than 5 minutes, then the FaceTime closes (acting like I minimized it--green bar across the top saying touch to resume facetime). During this time, I still have audio and the other person still gets some video. Nothing happens except the iPad freezes when I touch the green bar to resume. Eventually the app completely crashes and I have to force restart the iPad to use facetime again.

iPad mini 2 running 12.4.9.

No problems with an iPhone 5s (also running 12.4.9) keeping the FaceTime connection.

I've tried resetting all the network settings, reset all settings, and erase all content and settings for the iPad and restoring from backup. But that doesn't help either.

Seems like apple once again trying to force people to upgrade. This is a long time for a bug to go unfixed that seems to have been introduced with the last update without being able to use FaceTime...
