Yes, you can remove the flares using post process edit software, using what is called a healing brush.


Two options come to mind:


  1. Snapseed is a free app and works pretty well
  2. For an even better solution, but one which costs money is to have a subscription to the Adobe Creative Cloud and use Photoshop's healing brush


Here is an example of a photo my partner took on iPhone 12, but he didn't alter the angle of the camera to remove the flare, so I used Photoshop to get rid of it as I liked the night photo of our deck against the river we live on:
