What do I do next if my HomePod does not reset

Mu HomePod does indeed flash red when I hold the top. But, it never chimes or does anything else except spin. Eventually, defaults to a flashing + / - sign. What do I need to do from there?

Try rebooting your router and waiting until it has fully established a connection to the Internet. Then try the steps in the Press the top of HomePod to reset it section of Reset HomePod - Apple Support once more, paying particular attention to the timings given. Failing that reach out to Apple Support.
