I cannot reinstall my HomePod

When I unplug and restart the HomePod it does not give a chime or pulsing white light. Instead a small Chiron says move closer or tap to connect. Nothing happens when I tap the Chiron. What is going on?

See the Press the top of HomePod to reset it section of Reset HomePod - Apple Support and follow the steps carefully as given. Once it starts up again after the reset see Set up and use HomePod - Apple Support.
