Menu bar clock display issue

I recently got the new Big Sur update on my 2019 MacBook Air and now my time is stuck on the 24h format. If I try changing it to analog it changes the display but when I toggle off the 'use 24 hour clock' option (without the analog obviously) on the Dock and Menu Bar section of system preferences it does nothing. It also won't show AM/PM despite it being toggled on since it is stuck on the 24h clock. I've tried restarting my MacBook but the problem is still there.
