I just upgraded, and honestly have never messed with icloud before but have backed up my old phone and photos to icloud. I tested deleting a photo from the old phone to make sure it remained in the icloud, as I want to delete all the photos and clear the phone, but when I check, the photo was deleted. What am I doing wrong or misunderstanding?
My old phone is a 6s Plus, the new is the 12 pro max, thank you.

When using iCloud to store your photos, when you delete a photo from the device, it is automatically deleted from iCloud as well as this is how iCloud works and was designed.
You need to check what is uploaded to your iCloud under iCloud settings. You need to uncheck photos in iCloud settings, so you do not sync your iPhone photos with iCloud and it will stop syncing your photo library and only delete it from the phone.
Do it with caution.
