just bought iphone 12 pro max and trying yo set up voice mail when I go to voice mail a screen comes that says call voice mail if I try to call it it says the number you called is not set up there is nowhere to record a message or set it up is there a wayh to do it that I dont know

Also keep in mind that Visual Voicemail is just a feature that allows you to see the name or phone number of an incoming call without having to actually play the message. Literally every other aspect of voicemail—including the recorded outgoing message—is the purview of the carrier.
