How to see emergency alerts on iPhone

I’m using iPhoneXR with iOS 14.2 and there was a National Weather Service msg warning of a Tornado in my area. My wife has an iPhoneSE running iOS 14.1 and it received the National Weather Service tornado warning msgs (there was two). I turned all three alerts off/on at the bottom of the Settings/Notifications setting of the iPhone. Is anyone else seeing this?

Can you clarify the issue a bit further? For example do you have Emergency Alerts toggled off under Settings > Notifications?
