Since updating to iOS 14.2 I'm no longer able to unlock notes using Face ID.
I have toggled Notes on and off in the Face ID settings/permissions and removed locks from notes and re-added them to see if this gets around the bug but since updating to the new iOS I haven't been able to use Face ID to unlock and I can't find anywhere in the UI to get around this issue.

I am having the exact same issue on my iPhone 12. Cannot use FaceID and its not taking the password that I had, nor the new one I reset with my AppleID.
I have followed the above suggestions, and still no fix. When I received my iPhone 12 I set it up as new, did not restore.
-iCloud keychain - ON
-iClout Notes - ON
-FaceID works on everything else

iCloud Keychain was turned off. I've turned it on and power cycled my phone and I still do not receive a prompt for FaceID from Notes. Should note that the issue is not that FaceID doesn't work for Notes, it's that I am no longer prompted to use FaceID for Notes (it's not even an option)
FaceID works everywhere else regularly (Apple Pay, Apple Card info access, and unlocking my phone are the only use cases for FaceID if I can think of that I regularly use and they all prompt me for FaceID automatically and work properly.)
The default account for Notes has not changed but I did sign in and out of my iCloud on my device after the update as I also lost some of my contacts with the 14.2 update (another issue I've considered posting about but haven't gotten around to.) That said right now I'm signed in on my iCloud account and the correct default account is listed.
Lastly, Notes are enabled in iCloud -- that was the first place I checked :/

Is iCloud Keychain on or off? Set up iCloud Keychain - Apple Support
Does Face ID work as expected everywhere else?
Has the default account for Notes changed recently? Have you added any new accounts? To check, go to Settings > Notes. You should see Default Account listed there.
