The link for Windows 7 in that support document automatically downloads the iTunes installer.
What browser are you using to download it?
Just tried it, and it worked fine for me.

For Windows 7 this link says to go to the Apple Website. If you click on that link it does absolutely nothing. If you go to the Apple website, you cannot find Icloud for Windows 7.
