extension blocked and cannot be enabled

I updated to big sur. Now I try to connect for work using the Cisco mobility client. I get an error saying "Cisco System Extension Blocked" and "Please enable the System Extension in your System Preferences -> Security & Privacy pane" (see included image).


I have already enabled the extension prompted in the System Preferences -> Security & Privacy pane.

However, I still cannot run Cisco mobility client and am prompted with the same error when I try to run it.

And now, the prompt to enable the extension no longer appears in the pane.


I tried re-installing the Cisco mobility client entirely but still get this same error. How do I enable the system extension or otherwise deal with this issue?
