I found an Iphon xs max which came frome abroad phone is locked and disable any help paid to remove icloud I’d so I can use it
Activation lock can not be bypassed. If the previous owner can not, or will not remove the lock, the device is useless to you.

We only are users of Apple products. Nobody in this forum can help you. Only person that "activation lock" belongs to can remove it. You got a "brick," it is useless now.
Firs off all it came from France so I am in Pakistan .. so it’s useless option to give the phone to Pakistan police

How do you know? That clue will help the authorities return it to its rightful owner. You can never use it.
It is still useless. You cannot use it if previous owner don't remove "activation lock!"
