GPS in Safari is not working often.

Why would Apple use GPS location as the last option instead of the first? IF GPS is available, this should be the first choice and not the last.

Also, iOS/Safari is failing to use GPS when leaving wifi connectivity. If iOS/Safari were preferring GPS, this wouldn’t seem to be an issue.

Do you a WiFi Only model, or WiFi+Cellular iPad?

WiFi Only models do not have any GPS capabilities - and are entirely reliant upon their network connection with which to infer an approximate location. WiFi only iPads use an online database lookup of surveyed neighbouring WiFi Networks and the public IP Address of the network.

WiFi+Cellular models do have built-in GPS, this being an integral element of the Cellular chipset.
