iphone issues

my iphone wont let me use the power off button on the side or open apps. i can swipe on it fine but it wont open any apps or let me click on notifications when they come up. i have tired to hard restart my phone but holding down the volume and power button but that still wont work. i am using my mac to send this message right now.

That doesn't do a forced restart on an iPhone 11. You have to press and release the volume up button then immediately press and release the volume down button then hold in the side button until you see the Apple logo.
