error code 4013

7th generation iPad blank out with Mac logo goes on/off. Use iTunes, can not update, can not restore with error code 4013? Can anyone help to reset the iPad

error 4013 - can't update or restore iPad. After an OS update my iPad won't reboot. I get the Apple logo screen for a few seconds, it then switches off. This keeps repeating. Keep getting An unknown error occurred - code 4013 (and once error -1) - can't update or restore iPad. Can anyone help please?? This thing is only 3 years old!!
