where do I look to find my pictures that didn't transfer to my new iPhone from my old iPhone. I merged the pictures from one phone to the other but some didn't transfer. I was told from the help desk to go to the cloud on my desktop to find the pictures then transfer them to the iphone.

My photos were stored in the cloud as far as I know. It said it was in the cloud.
Then what do you mean by you "merged the pictures"? When you got the new device and was setting it up, didn't you login to it with your Apple ID and setup your iCloud?
The reason I bought the new phone was because I couldn’t turn it on. I still have the phone and I’ve tried to turn it on since then, however it still doesn’t work. So, no I couldn’t sync them.
