Hi, I switched to iPhone 12 pro a few days ago and I can’t set password to be required other than immediately. Even if Face ID is off.

Even if it's turn off for Apple Pay and Face ID it still requires password immediately.
For your own security, if you use Touch ID or Apple Pay, you can't change the immediate passcode requirement.

Your Face ID is switched off only for unlocking iPhone! not for Apple Pay!
Set up Face ID for the other options to get activated.
What happens if you turn Face ID off entirely?
