If that doesn't help, disconnect any peripherals you have attached to the Mac and click Apple menu () > Restart and test it out. Does that make a difference?
As a next step if the above doesn't clear up the issue, we recommend testing in a newly-created administrator account, and in safe mode. These tests will help to narrow it down.
Here's how to Set up users, guests, and groups on Mac to create a new administrator account. Once you create it, sign in there and see if the camera works.
