If I buy an 8GB 2020 Mac Mini now can it be updated to 16GB later?

No, this is entirely wrong.
The 2020 Mac Mini is the M1 Mac Mini with the unified RAM. Its actually built in / unified into the actual M1 CPU SoC.
The previous model of Mini using the Intel CPU has removable / upgradable RAM, but is not a 2020 model, its a 2018 model.
The model year designation did not change with the update to the Intel Mac earlier this year as it only received a change in storage capacity, but everything else remained the same. It is still the 2018 Model designation, not 2020.
By definition the new M1 model released on 2020 would then be referred to as the 2020 model.

No. RAM is fixed and cannot be changed

Thanks!
I have never seen the M1 called "2020", only M1 or late 2020, I see 2020 refer to the update that came out earlier this year which was Intel only.
There is no Mac mini 2020 Intel model. The last Intel model was the 2018 model. Its default hardware options configuration was updated for 2020, but it was not an actual model update.
