iphone 12 unwanted dictation issue

New Iphone 12, as soon as the curser is focussed in a text response field, or an email body the phone starts taking dictation! Whether i have keyboard dictation enabled or not, and without touching the dictation microphone icon on the keyboard - the phone just starts putting what it hears on the screen. I've disabled 'raise to speech'. and as i said i disable dictation all together and same thing. I can't type a text without it inserting words it hears in the background!

please help.
