Is there a default setting to automatically quit an app when you close the only open window? Like when i have safari open and then I close it, it doesnt quit automatically and I have to go in and quit it manually. I'd like to have it so that any time I close an apps window, it quits that app without any manual effort on my end

No. Some apps can have multiple windows open. So just use the ⌘+Q key combination to quit an app.
Some applications are designed to remain open when the red traffic light is clicked, and some are designed to quit, it all depends on the developer's intention. Always best to perform a formal quit as Old Toad recommends.
The operating system may/may not scavenge an application with no remaining windows, and force it to quit when you run another application (watch this behavior in the Dock). Don't count on this though, and I still agree with quitting an application with the mentioned keyboard shortcut.
