Scribble Toolbar not working.

When I tap the toolbar, it maximizes and then quickly minimizes before I can choose what I want.

It opens and then BLAM it closes.

Anyone have a fix for this?

I've tried restarting and repairing my pencil....no avail.

When I go to settings to check or change the pencil settings, I don’t have any options to do so. I just get something about scribble. Double tap doesn’t work on the pencil.
