Windows could not start the apple mobile device service on local computer. Error 2: the system cannot find the file specified.

I took the suggestion to Restart the Apple Mobile Device Service (AMDS) on Windows from https://support.apple.com/en-us/HT203188 and this the problem I have when I tried to start AMDS. As soon as I opened the 'Properties' for AMDS, it's not even started in the first place, so I didn't have to stop it. When I tried to start it, I get this error.

Error 2: the system cannot find the file specified.
