Will AirPlay not work while on a phone call?

Does AirPlay have be launched before I make a call? It seems AirPlay does not detect my laptop while I am on a call from my iPhone.

Background: I utilize AirPlay with a software called Reflector to mirror my iPhone XR to my Lenovo Thinkpad laptop in order to share my phone for meetings (most often Zoom) as required for my job. (I cannot share to Zoom via AirPlay as my company's firewall blocks it; our firewall only works with a specific version of Reflector)

I often join the audio portion of Zoom meetings from my phone (my laptop mic is not reliable). I believe I have noticed I am not able to utilize AirPlay if I'm already on the phone call. I also believe I have noticed I am able to utilize AirPlay if I joined the Zoom meeting audio from my computer.
