iMessages with Shortcut

I have setup a schedule to send a message in shortcuts. However the shortcuts always sends the message as SMS and not as an iMessage. I even have "Send as SMS" disabled in settings. Did anyone else encounter the same problem? Is there a workaround?

iMessage is grayed out in my settings. I am not able to send an iMessage to a contact. When I try to send a message to a contact, it is telling me that I need to iMessage needs to be enabled. In settings, it is grayed out.
