tabpane font color

I have a question on how apple selects TabPane font color both foreground and background

I see In Mohave, native System Preferences->Display tabs has

white-text-on-blue-background when windows is focused

black-text-on-lightgray-background when window is unfocused

In macos11 BigSur, it is always black-text-on-white-background whether focused/unfocused.

We have a similar requirement of using the same effect in Java (JDK swing libraries)

I was trying selectedTextColor, selectedControlTextColor, controlTextColor, textBackgroundColor from UI Element color but unable to get the same effect of fg and bg color.

Can you please let me know how the foreground and background tabpane text color is obtained?
