Apple watch 6 w Cellular not receiving email when iPhone is off

Hi

I just go my Apple Watch 6. Have looked at various posts, but can not figure this out. For both my Mail Account and my Outlook account (work), if my iPhone is not on, I am not getting mail.

I would have thought with the cellular service I would continue to get email.

Are there settings which I am not finding to fix this?
