Safari Browser- Adding/Uploading attachments

Hi. When I access a website and proceed to click for example-

"add and attachment, upload a receipt," When I click the link, it doesn't pop open to let me search only computer to add the document etc. It's almost like the function has been turned off all together. Below I took a screen shot, I can't click on Browse for a file. Any idea how this got disabled and how to enable it again?

We know that an issue like this can really get in the way and we’d like to help you find a solution.
