What settings do you need and what wallpaper should I choose to prevent the panel?

Background My background on my iPhone 13 Pro Max, after opening my iPhone, shows all my apps but with a black background. I would like to restore the original background where I could see a photo of my wife which the apps were all superimposed on.

The iPad dock is shown on Home Screens. It is not possible to hide the Dock from iPad Settings.
