You need to download the app on some other device. Once downloaded, you go to you ipad one and go to the list of download apps. You should see the app you downloaded previously on another device. You will be given the option to download an older version of the app if it exists and would run on your machine.

This does not work, any longer.
This is no longer possible, any longer.
Sorry.
Apple and virtually all third party apps developers have removed all older iOS 10 and earlier older apps from the Apple iOS App Store/App Store servers.
It has been this way for the past two years, or so.
There is NO WAY to get older apps for any 8, 9 or 10-year old iPads any longer.
These 8 and 9-year old iPads are obsolete, now.
Sorry.
That over 8-year old, 2012 iPad Mini one is too old, now.

If you need/want an iOS device with a current iOS/iPadOS with current, updated apps, then you need to seriously consider a new iPad model OR a much “newer” , used iPad model capable of running the latest iPadOS 14 versions.
There are plenty of newer, older iPad models that can run the current iPadOS versions.
Sorry & Best of Luck to You!
The first generation iPad Mini was released by Apple in 2012. It’s too old to run any iOS version beyond iOS 9.3.6. (Current is iPadOS 14.2).
You need a much newer iPad.
