Is it possible to delete a clip from a timeline without everything after it in the timeline moving to fill the gap? Surely there must be a way to replace a clip or still, and not have to re-do the rest of the timeline from that point forward.

Unfortunately, removing a clip will always leave a gap that will cause the remaining clips to snap together to fill it. However, the remaining clips will keep their same order, and the audio clips below them should be attached and follow suit. The issue really only matters if there are audio clips that need to remain in sync with the video and are being made out of sync after the removal of the video clip. In that case, you can either edit the audio clip by trimming out a portion or change your workflow to not add your audio until you are finished editing your video clips. That's the recommended work flow.
You can insert a background clip of the same duration as the removed clip, and that will preserve your timeline sync. But then, you would have a space that plays that is not part of the original timeline.
