enable offline finding button not on iphone 7

the enable offline finding button is not on my iphone 7. Does anyone know why?

it looks like it's been replaced by a 'Find My network' switch. This support article doesn't show the new switch, but tells you how to navigate to where it's located

It is supposed to be in find my, then enable offline finding but when I am in find my, there is no place to turn on/off enable offline finding
