Format options in Notes app
I have closed format options in the Notes app. How do I get it back?

are you talking about the little menu above the keyboard? has the grid, Aa, check, camera, markup?
If so, it's only visible when the keyboard is popped up. if you hit the X on the far right it will hide. when you hide it there is a circle with a plus that replaces it, so you can tap that and the menu bar will return.
