Why window8 can not get installation of iTune from Microsoft or Apple? Window8 is not out of the support from Microsoft after all ! I can't transfer the photos from my iphone to pc.

For Windows 7 or 8 you can install iTunes 12.10.10.2 from one of these two links:

Go to iTunes - Apple, then scroll down (ignoring the "Download the latest version from the Microsoft Store" section. Under the picture showing iTunes running on a laptop, click on the "Windows" link, as highlighted here:
On the next screen, click on the "Download iTunes for WIndows now (64-bit)" button to download the non-Windows Store installer, which will work on (some) legacy Windows releases (AFAIR both Windows 7 and 8 are still supported by iTunes).
Obviously if you're running a 32-bit version of Windows 8 you'll need to click on the second "Download here" link.
Sorry, but the latest iTunes version 12.11 only supports Windows 10. Probably turingtest2 or someone else here could give you a download link for 12.10.x. This may seem unfair, since Windows 8.1 is still supported by Microsoft; but Apple did the same thing to Windows Vista in 2015 (which was supported by MS until April 2017). Caution: Upgrading the iOS on your iPhone may break compatibility with iTunes 12.10.x.
