Attempt to load Xcode shows a non functional popup suggesting a Rosetta install. All buttons on the popup when clicked just make a clicking sound. Finder Kind labels Xcode as "Application (Universal)" , not requiring Rosetta.

Just had the same problem. I force quit Xcode and ran another app that requires Rosetta. Once Rosetta installed, Xcode started normally for me.

After Xcode starts Rosetta, storyboard can't be used. The control added will not be displayed!
