Can not open Xcode on new Mac M1 mini running Big Sur

Attempt to load Xcode shows a non functional popup suggesting a Rosetta install. All buttons on the popup when clicked just make a clicking sound. Finder Kind labels Xcode as "Application (Universal)" , not requiring Rosetta.

Mac mini 2018 or later

Just had the same problem. I force quit Xcode and ran another app that requires Rosetta. Once Rosetta installed, Xcode started normally for me.
