Phone won’t go past apple symbol

I have an iPhone XS and this happened last month. All of the search results that I found indicates you need do the following:

1. quick press the volume up button and release
2. quick press the volume down button and release
3. immediately hold down the start button and continue holding down until you see the apple logo start up.
4. continue holding start button until phone restarts.

if this doesn’t work, which it did not work for me, you may need to do a complete restore of the device.

note: this will erase everything😡

Ultimately I ended up purchasing a program called reiboot by Tenorshare and this worked for me.
