unable to upgrade to icloud drive for iphone 12

I encounter this issue when i attempt to upgrade to icloud drive. Had tried to restart but issue still persist. Anyone has the same issue?

Found this on another forum and it worked for me. On your laptop or PC launch keynote in iCloud. It will prompt you to upgrade to iCloud drive. It took 2 tries and then it worked. Then it was automatically activated on my iphone12.
