Apple Cash Refund/Chargeback

How does one go about getting a chargeback/refund for apple cash? I bought 2 items from a site with apple cash 3 months ago on bigcartel and changed my mind about it. I’ve contacted the site owner 4 times about refunding the items I bought but all I would get was “refunds take 5-10 days” so I waited the 10 days and contacted him again but I would get the same response. I never received the item and he keeps on ignoring my emails. Pls let me know if apple can chargeback the purchases since I’m not getting any response from the merchant. *It wasn’t a peer to peer transaction, this was done on the web and I have the online receipts*
